Create MDB database by VBS (ADO/DAO), new MDB file

There are (at least) two ways how to create MDB database from VBS.

1. Create MDB by ADO (ADOX)

At least MDAC2.0 installed is required to run next code.

Const Jet4x = 5

1. Create MDB by DAO

DAO 3.6 is required to run the code (You can also use other version of DAO, for example DAO.DBEngine.35)

Sub CreateNewMDB(FileName, Format)
